I am directed by Secretary Sir E.Grey to

transmit to you herewith, to be laid before the

Secretary of State for the Colonies,copy ofa secret

telegram from H.M.Minister at Peking reporting

the despatch of a telegram from him to the

Governor of Hongkong on the subject of negociations

which have been carried on in China for the purch.se

of Arms and Munitions of War.

It wil be observed that it is proposed that

these arms, etc., should be taken over by the British Government at Hongkong.

Sir E.Grey would be grateful if Mr.

Bonar Law would cause telegraphic: instructions to

be sent to Sir H.May to afford Mr. Barton, who will

be in charge of the transfer of the material at

Hongkong, all the assistance possible in bringing th

transaction to a successful issue.
